The Council of the City of Beaumont is holding a Public Hearing for Bylaw 994-21 to adopt the Le Rêve Area Structure Plan. The Public Hearing is planned to be held on Tuesday, April 13, 2021 at 6:00 p.m. and may be viewed at www.youtube.com/c/BeaumontAbCaT4X.
The Bylaw is being brought forward alongside the Neighbourhood Structure Plan and a redistricting application to give Council the opportunity to approve the land use planning direction and urban development envisioned for the Le Rêve Area.

An Area Structure Plan is a statutory plan that provides the land use planning, transportation and servicing framework for a specified area, and must be consistent with all higher level plans, including provincial legislation and regulations, higher order municipal statutory plans, and intermunicipal agreements. The proposed Le Rêve Area Structure Plan provides planning direction for the area of Beaumont north of Township Road 510 and east of 50 Street. A Neighbourhood Structure Plan is a non-statutory plan that provides a more detailed land use planning, transportation and servicing framework for a specific area within an Area Structure Plan. The Le Rêve Southwest Neighbourhood Structure Plan provides planning direction for future development in the southwest area of the proposed Le Rêve Area Structure Plan. The Bylaw is being brought forward alongside the Area Structure Plan and Neighbourhood Structure Plan to give Council the opportunity to approve the land use planning direction and urban development envisioned for the Le Rêve Area.

The Land Use Bylaw controls the use and development of land and buildings in Beaumont. The redistricting application is to amend the Land Use Bylaw by redistricting Plan 782 1085 Block 1 and portions of Plan 782 1085 Block 2 in the Le Rêve neighbourhood from Agricultural Holdings District (AH) to Commercial District (C) and Integrated Neighborhood District (IN).
The proposed redistricting is intended to facilitate future urban development in accordance with the proposed Le Rêve Area Structure Plan and the proposed Le Rêve Southwest Neighbourhood Structure Plan. The Integrated Neighborhood District is intended to accommodate a mix of housing forms. The Commercial District is intended to provide space for commercial development.
PLEASE NOTE: The proposed Le Rêve Area Structure Plan is being reviewed by the Edmonton Metropolitan Region Board under the Regional Evaluation Framework. Confirmation of the Board’s decision will be provided on April 8, 2021. On this date, the Public Hearing date of April 13, 2021 will either be confirmed or postponed. An update will be posted at www.beaumont.ab.ca/civicalerts regarding this on April 8, 2021 by 4 pm.
Any person who wishes to present to Council during the public hearing must pre-register with the City Clerk’s Office, city.clerk@beaumont.ab.ca or 780-929-1352, before 12:00 noon on Tuesday, April 13, 2021.
Written submissions may be provided to the City Clerk’s Office at 5600 49 Street, Beaumont AB T4X 1A1 or via email, clearly labelled “Re: Le Rêve Public Hearings.” Submissions received by 12:00 noon on Wednesday, April 7, 2021 will be included in the agenda package. Submissions received after this date will be read into the public record prior to any oral presentations.
The personal information in submissions is collected under the authority of the Alberta Freedom of Information and Protection of Privacy Act, S. 33(c) for the purpose of public participation in decision making. It will be publicly available in accordance with S. 40(1) of the Act.

Procedure at the Public Hearings:
- Administration will present the purpose and effect of the proposed bylaws.
- Council will hear:
- any person or group of persons acting on their behalf who claim to be affected by the proposed bylaw and have registered to make a presentation;
- any other person who has registered to make a presentation and whom Council agrees to hear.
