The Clean Energy Improvement Program (CEIP) is a program that provides property owners in participating municipalities in Alberta access to low-cost financing to make energy efficiency and renewable energy upgrades to their properties. CEIP is an “opt-in” program, where property owners can apply to be approved to participate. Participating property owners repay the financed amount through their property taxes over a period of time.
The program’s aim is to increase the installation of green upgrades to reduce the use of energy and reduce impacts to the environment; eligible upgrades include furnaces, windows, solar panels, insulation, and more. CEIP is administered by Alberta Municipalities, which is a not-for-profit association that represents and provides services to municipalities in Alberta.
CEIP is expected to launch in Beaumont in 2025. This will be dependent on receiving funding from the Federation of Canadian Municipalities (FCM) as well as successful implementation of a new internal financial software system. Further information on the expected launch date will be provided when available.
Where a municipality wants to participate in CEIP, they must first pass a CEIP bylaw in their community. Once passed, the municipality contracts Alberta Municipalities to administer the program for property owners. Property owners who wish to participate follow the program process, which includes applying for an eligible energy efficient or renewable energy upgrade project to Alberta Municipalities. If their application is accepted, a qualified contractor completes installation, and once approved repayment is made by the property owner through their municipal property tax bill.
