The comprehensive bylaw covers a range of topics including general care and control of pets, licensing, enforcement and seizure of problem animals, and other pet-related matters. “Owning a pet is a big responsibility, both for the welfare of the animal and for the consideration of neighbours,” said Mayor Bill Daneluik. “By encouraging responsible pet ownership, we’re committed to fostering a harmonious community where everyone in Beaumont, including our furry friends, can thrive together.” City Council approved the bylaw on June 25, following extensive resident feedback gathered from an online survey in February. The new bylaw repeals and replaces the previous Animal Control Bylaw, reflecting the community’s evolving needs and priorities. Key changes and highlights of the new bylaw include: Licensing: All dogs and cats over the age of six months must be registered with the city and must wear their license when off the owner’s property. Noise control: The bylaw clarifies guidelines for noise control, specifically targeting excessive and continuous noise from pets that disturb the peace. If you are bothered by an animal making excessive noise, a Peace Officer may ask you to keep a record of the noise and submit a written statement. Animals running at large: Stricter regulations are now in place to prevent pets from roaming freely. Pets must be kept on a leash when off the owner’s property and cannot be allowed to run at large, except in designated off-leash areas. Domesticated livestock: The keeping of domestic bees, chickens and other livestock is prohibited within the city without written authorization from the Chief Administrative Officer. Beaumont’s Community Peace Officers will prioritize education in response to bylaw complaints. Warnings will be provided for first-time violations to help residents adjust to the new rules, with fines issued for serious or repeated infractions. The City will launch an information campaign this summer, highlighting responsible pet ownership practices and details of the new bylaw.
