SPP details and process information
An approved Special Permission Permit (SPP) is required before an event/activity may take place on City-owned property (i.e. parks, roads, parking lots, green spaces). An approved SPP is also required for the relaxation of a city bylaw. Examples: festivals, races, private block parties, parades, noise allowance, filming, increase to allowable number of pets (pet breeders) etc.
Approval process
The SPP application has a 2-step approval process.
Step 1:
After receiving a complete application and upon approval by city departments, applicants may receive a tentative approval which will outline additional requirements to be satisfied before the date included on the application.
Step 2:
Once all requirements are satisfied, final approval for the SPP may be provided and the event/activity/permission may proceed. Due diligence is required to ensure the event/activity/permission is safe, properly planned and that insurance/additional permit requirements are met. Depending on scope of the application, processing may take up to 8 weeks. Minimum processing time is 15-20 business days once a COMPLETE APPLICATION has been received. Review information on

In addition to gaining approval to hold an event on public property, certain locations also require applicants to reserve the requested space with a formal booking. Provide a description of the request. Events with mobile vendors (food trucks, product sales etc.) will require a temporary business license. A temporary business license is not required if the vendor has a current, local business license. The cost of this temporary license can be viewed on the Fees & Charges Bylaw.

Proof of liability insurance coverage may be required prior to the final approval of your Special Permission Permit. A Certificate of Insurance (COI) that names the City of Beaumont as an additional insured for the amount of at least $2 million is mandatory for all events organized by volunteer groups/organizations/companies, and events with specific items (i.e. inflatable structures, mechanical rides, stages, tents etc.). The COI can be provided after you submit this Special Permission Permit application. The Community Events office will contact you if insurance is required for your event and has not already been included with your application.

Road & Sidewalk Closure Requests An additional permit is required if you are requesting a road/sidewalk closure. Road/Sidewalk Closure applications may take 20 business days to process. An approved Road and Sidewalk Closure permit must be provided to the Community Events office or the Final SPP Approval will not be granted.

Community Standards Bylaw #1024-22 Beaumont’s noise restrictions are included in Bylaw #1024-22. Excessive noise is restricted between the hours of 11 pm to 7 am.

Application processing will not BEGIN until a site plan has been submitted. Processing may take 15-20 business days; this will not begin until both, the application and site plan, have been submitted. Attach a site plan (hand drawn is acceptable) showing placement of all event items including but not limited to: tents (with size noted), food vendors, stages, tables, waste receptacles etc. Site plan can also be sent by email: events@beaumont.ab.ca. If applicable, include a map of the intended route. Based on the scope of the event the applicant may also be required to submit detailed plans for security services, emergency services, emergency response, parking/transportation and any other requirements as per the City’s discretion.
